Investigations into Security Problems at DOE and the National Weapons Laboratories

In March 1999 the President asked PFIAB (the President's Foreign Intelligence Advisory Board) to undertake an investigation into security problems at DOE National Weapons Laboratories in response to the Congressional Cox Report and allegations against Wen Ho Lee at Los Alamos. This led to the creation of the Rudman Panel. I will discuss our findings, our recommendations and their implementation for reorganizing DOE's management of the nuclear weapons labs, and remaining issues and concerns. This tale is a wicked mix of espionage and politics.
